摘要

      本計畫係統籌102年農村再生業務相關類型訓練活動(教育訓練、研討會活動),性質相類似之活動安排在同一時間辦理,以符合活動辦理之目的,進而可降低成本、提高行政效率、提升同仁多元學習機會,促進同仁參與各項活動意願,發揮最大工作效益。完成本計畫重點,分述如下:

一、 縱向鏈接並擴大參訓學員對象。農村再生各類計劃之業務,涵蓋本局、分局同仁與各縣市政府、公所、協力團隊、社區幹部等,因不同類別及業務需要,垂直鏈接對口單位,有效提供相互認識機會及意見交流。

二、 農村領域規劃學習主軸及課程。由農村規劃管理、再生實務、農村風貌三大主軸規劃整合出多元學習發展領域,從中瞭解農村再生各類工程、再生實務、僱工購料、農舍與法規、生態保育之相關規定之課程。

三、 首次規劃不同課程等級及深度。由於參與學員本身素質差異及參與農村事務經驗不同,配合學員需要,從基礎概念引導、應用規劃及實務案例為主軸,並做雙向溝通,相互學習,以初、中、高階之班別,並特別量身訂做課程及尋訪相關師資。

四、 首次導入實務操作課程。部份課程有實際動手操作的課程,由老師引導,主題發想,分組討論,經過組內互動及團隊合作,共同創作。此一課程獲得學員一致好評及肯定。

五、 多元實際現地參訪學習。依課程目標安排參訪活動,多元學習其他政府單位、社團組織或社區等優良相關農村發展案例,共計11場。

六、 依據計畫項目與內容已完成6類/14班,總計參加人數為1,242人次。

七、 課程中提供之問卷回收率達85%,學員反應非常好,對於本次課程計畫極大的讚賞,以及豐富多元的課程與授課講師的專業都給予相當大的肯定。

Abstract

This plan is the overall planning of the related type of training activities (educational training, seminars) of rural regeneration business. Activities of similar nature are arranged at the same time in order to meet the purpose, lower cost, improve administration efficiency, elevate diverse learning opportunities for colleagues, promote colleagues’ willingness for participation in various activities, and to maximize work efficiency. The main points of completing this plan are as follows:

1. Vertically connecting and expanding participating trainees – The various rural regeneration plan business covers the colleagues of this branch and other branches, staff of various county and city government, offices, common effort team, and community officers. Due to the different categories and business needs, vertically connecting to counterpart units to effectively provide mutual recognition opportunities and exchange of view.

2. Rural area planning learning scheme and curriculum – To plan and integrate diverse learning development areas from the three main schemes of rural planning and management, regeneration practices, rural style and features, to learn about the various types of projects of rural regeneration, regeneration practices, employee purchases, farm buildings and relevant provisions of the regulations, and ecological conservation programs.

3. Initial planning of courses with different levels and depth – Due to differences among participants because of quality and experience of participation in rural affairs, basic concepts are used to guide, application planning and practical cases as the main scheme, two-way communication for mutual learning, providing beginning, intermediate, and advance classes, also tailor-made classes and conducting search for related instructors, to serve the needs of participants.

4. Practical operation program is introduced for the first time – Some courses have actual hands-on operation, guided by teacher, start with a topic, group discussion, then group interaction and teamwork. This course has received praise and recognition by students.

6. According to project item and content, 6 types/14 classes have been completed for a total of1242 people participating.

7. The response rate of the questionnaire provided during class reached 85% with very good feedback from students.
